The "water meter" is in my solar HW system and measures in litres so in sunny weather the meter clocks a reasonable number of pulses. Conversion from "watts" to litres would be done in the database. I'm afraid the the electronics would be a step too far for me. My "hobby" electronics skills are fairly basic. So as soon as someone cracks this, I am sure my soldering iron could follow the instructions.

If implemented correctly the power usage will be the same or less. The system should be able to enter a low power state until a signal is received from the passive sensor unit. The power draw from microcontrollers is in the micro to nano amp range. For example and AVR XMEGA microcontroller has a power consumption of 100nA with 5µS wake-up time. A 1Ah batter could power it for 10 million hours (i.e. a very long long time).
